Beyond FTC requirements, video disclaimers are not universally mandated by law — but they are strongly recommended for any video content covering health, finance, legal, or professional topics. Best practice is to include the disclaimer in three places: (1) stated verbally at the beginning of the video, (2) in the video description, and (3) as an on-screen text card at the start.
